


















This new municipal complex consolidates 16 scattered departments into one clear, accessible building — reshaping the relationship between local government and the public it serves.
Located adjacent to the historic city hall, the project introduces a seven-story structure: five floors for municipal use and two additional levels for office letting. Programs are arranged by levels of public accessibility, with the most open functions — including a café, service center, and public square — placed at ground level, creating a seamless transition between street and building. The concept of the “Urban Salon” informs the layout: public-facing services are clustered to support ease of access, transparency, and informal interaction. Core programs include administrative offices, archives, an urban center, waiting areas, a plenary hall, and an emergency control center. Circulation is designed to intuitively guide visitors through the public realm of the building, reducing barriers between citizen and institution. A five-story underground parking structure provides 220 parking spaces, addressing local demand while supporting the project's integration into the city center. This new city hall becomes not just a place of governance, but a platform for everyday civic life.
